When vision becomes reality

Two program periods with Leader in southeast Skåne and over a hundred projects are summarized in a new book about rural development and some of the enthusiasts in the area.

Since 2007, Leader has helped to realize several dreams and ideas in southeast Skåne. With a bottom-up perspective, a strong local foundation, EU funds and support from a local Leader office, almost two hundred Leader projects have been implemented with different focuses but with the same goal – a more vibrant countryside. The results of all these Leader projects are now presented in the book ”When vision becomes reality”, as well as some of the enthusiasts who initiated or drove the projects.

– We want to show the benefits of Leader, because it is actually enormous, says Kristin Sjövall, operations manager for Leader Southeastern Skåne, which has been included by the municipalities of Simrishamn, Sjöbo, Tomelilla and Ystad.

In the area, 105 leader projects and 84 sub-projects by, with and for young people have been implemented since 2007. We have had a total budget of 92 million SEK, from the EU, the state and our four participating municipalities.

“The people in the area have contributed with non-profit efforts that correspond to a value of 37 million kronor,” Kristin continues. It is proof of the significant commitment that exists for our area and its development.

The Leader office has also had an external actor carry out a evaluation of the operation and all projects. According to the evaluation report, Leader in south-eastern Skåne has had a strong positive impact on local development by promoting collaboration and supporting inclusive, locally rooted projects that are otherwise often prioritized by other EU funds. It has been particularly significant that both small and large projects have received support, which has created a diverse development across different sectors. An effective Leader office with committed employees and a well-functioning LAG board have been crucial for the implementation of EU programs, despite external challenges such as the pandemic and the administration of the Swedish Board of Agriculture.

– I have been in contact with almost all project owners and investigated what has happened since the projects were completed, says Julia Falkman, communications officer at Leader Southeastern Skåne, who has produced the book in close collaboration with photographer and writer Torun Börtz. It is incredibly satisfying to know that many, even smaller projects, have had long-lasting effects, have been of great benefit and have brought joy to many people.

– The book will be distributed at the municipal councils in our four municipalities, says Julia Falkman. Then I will go around and place books in places where people have time to browse through them for a little while: at health centers, hair salons, banks, cafes and libraries.
