FOOD procurement

The project was implemented in Leader Lag PH during the 2014-2024 programming period.

By developing a procurement method, new opportunities can be opened up for smaller and local companies when it comes to submitting bids in municipal food procurements.

About the project

A model called the Food Procurement Model already existed. It enables the procurement of locally produced food. By collaborating with various food companies and raw material producers, the project worked to both further develop and disseminate the model.

Activities

After starting planning together with partners, the potential product groups were inventoried from the perspective of the purchaser, in this case the municipality of Hässleholm.

The project identified the individual producer's obstacles and challenges in being able to deliver in a municipal and regional food procurement, even though the opportunity to influence proved to be small and led to the procurement itself being terminated early.

The analysis of these obstacles instead led to the project focusing on specific product groups. A node of raw material producers that matched the selected product groups was created.

Results

By early 2018, the model had been further developed and the results began to be disseminated. An important conclusion was that a ”20% company” needs help to understand the model and to submit bids at item level with a specific volume.

There is now a good foundation to build on for the future development of meal solutions and services linked to public food. The project owner also sees enormous potential for many companies, most of which have not previously participated in any form of public food procurement.
